It took a panel of twelve independent “experts” to conclude that NASA has no clear direction from the White House or from Congress or what its goals should be. I wonder how much that cost? NASA wants a larger budget. So what else is new?
Everyone wants a bigger budget. NASA I like because they are good at what they do. NASA would be great in an Assistant to the Private space Industry sort of function. NASA cannot beat private industry in the cost department though. So if we turn NASA into a think and development tank. That would be the best course of action. NASA develops it. Private Industry makes it happen.

Continue developing Talos-Terrier-Oriole.

Further develop the Sky Crane Project to create a functional mechanism for moving modules from Earth to Low Earth Orbit (LEO) this idea has merit and applications beyond dropping rovers off on Mars.
